If you think that Congress makes laws, you’re wrong

If you think that congressmen and women go to Washington, vote on bills in the House and Senate, and the ones that pass go to the president for signature you are right.

If you think that these bills become laws and that the laws are enforced, then you are only partially right.

Once the bills are signed into law, the regulators get their hands on them and define what the law means. That definition is anything that the regulators think, so the original intent of the law and the actual enforcement can be completely different. That and it may take decades for the rules to be finalized. That keeps the lawyers happy.
